On-lot Sewage Permitting (which is required to obtain a zoning and/or building permit in some instances): For all of your On-lot Sewage permitting needs and permitting costs please contact our office. A sewage permit is required in MOST municipalities to obtain a zoning permit and is required in ALL municipalities in the state of Pennsylvania to obtain a building permit. Processes involved in permitting a new on-lot septic system include, but are not limited to the following: Beginning with a Soil Test. A Soil Test determines if an on-lot septic system can be installed on the specified parcel being tested. For a single dwelling system – A Minimum of two (2) test pits are dug (typically a 2’W x 8’L x min. 24″D created using a piece of equipment provided by the property owner). Coordination between the Sewage Enforcement Officer (SEO) and the equipment operator is the responsibility of the property owner.
For subdivisions: For each parcel being created, a minimum of three test pits are required that will include two distribution locations (1-primary location and 1-alternate location). More test pits may be needed depending on the location and available area on the parcel. For example, creating 3 smaller lots from 1 big lot will require a minimum of 9 test pits, 3 for each lot. Should any existing houses be located on the parcel, a dye test may count as a primary location for that parcel which contains the house. In the instance with an existing house on the parcel, an alternate test site, which requires two test pits, will still be required.
**Please note that the test pit location(s) is where the distribution field (i.e.: sand mound) must be constructed and placement of a system outside of this designated area will not be issued a permit. This is also where the Percolation (PERC) Test is conducted.
Next is the PERC Test. A PERC Test determines the size of the on-lot system that will be constructed on the lot and is typical for new single dwelling systems and subdivisions. For each proposed system locations, in which a soil test was conducted, a PERC Test is conducted and includes the following: It is the responsibility of the property owner to dig the holes, have them prepared and have a source of water available for when the PERC Test is to be conducted. The SEO will mark where six (6) uniform holes must be dug or bored to conduct the test. Each hole is to be 6”-10” in diameter and 20” in depth and will have approximately 2” of sand or gravel at the bottom. The PERC Test Typically requires several hours to conduct with the results being utilized to design the appropriate distribution field for the specified on-lot system and must be conducted by or physically observed by a certified SEO.
After the soil test and PERC test have been conducted, the results will be used to have a system designed (The design cannot be created by the permitting SEO for that municipality). Therefore, if K2 Engineering is the SEO for a particular municipality then the system design cannot be done by K2 Engineering. This is only true for the system design and not the soil or PERC testing portion of a sewage permit. Once the system design is submitted to the SEO, it will be reviewed and, if approved, a permit will be issued for that system.
